Rolling Turnover

Do everything, now

Pre-defined turnover requirements, with continuous, scope-packaged turnover delivery. When all the work for a scope is done, you just hand your nicely formatted turnover package to the GC or the client QA. The turnover package is ready for you because you have been building it for months. Some call this Work Packaging, others call it 'Rolling Turnover'. I have also heard it called "Front-Loading", meaning all the work is done up-front, not saved for the end of the project.

In the past, rolling turnover required hard work, diligence, fastidiousness, and discipline. You had to make sure every test and inspection report was collected, reviewed, and filed in a timely manor aka immediately. Weld mapping, highlighting P&ID's, auditing NDE and PWHT records, code audits, WPS/WPQ reviews, etc. All these tasks required a hard-nosed commitment to Quality, no matter how hot the schedule was. You can do a rolling turnover with far less effort in 2026, the start of the AI era. The same system, but with AI-boosted front-loading.

If you have been on QC Database for a while, you might be thinking 'wait, there is another way to do this?' Yes, the WRONG way, and AI (if asked to) will do turnover the WRONG way.

The WRONG way

Works Right? Only Need Goodenuff.

The WRONG way to do turnover is what we used to just call 'Turnover'. It is pulling all the paperwork out of the filing cabinets, piecing packages together, and then getting those packages over to the QA auditor before the outage ends. If you wait until the last minute, he probably won't catch any problems with your paperwork because he won't have time.

In case you were wondering, the QC Database team is quite opinionated about the proper way to do turnover.

"AI will do it"

Yes, AI will do it both ways

AI will give you a WRONG turnover. AI is actually quite good at shuffling paperwork around. If that is what your turnover is, it has no value. A client could rightly say "I can make a bot-slop package too, why do I need you to do it?" Perhaps the only thing that gave WRONG turnovers the appearance of value in the past was all the yelling and late nights spent 3-hole punching documents. AI can eliminate THAT part, but it cannot go back and fix all of your conformance issues.

If you want a proper AI assisted turnover system, consider these minimum requirements: 1. Turnover must be started early enough, ideally on DAY 1 of the project or even earlier in Pre-Construction Planning phase. 2. The turnover process must be a continual audit process designed to surface conformance issues. Check everything THE DAY OF install or inspection, then file that document into the proper slot in the turnover structure. You will sleep better. 3. The issues raised by the auditing turnover process must be documented and addressed. 4. Sign up for QC Database (just kidding but yes).

QC Database is not required to do a proper turnover, but a HIGHLY opinionated system, like ours, is.
